Disinformation

Disinformation refers to the calculated dissemination of false or misleading information in order to elicit a specific outcome. It is a form of information warfare, in which information is the battlespace and the manipulation of that information to the favor of the presenter is the goal.

At a basic level, disinformation is a counter-intelligence technique. Counter-intelligence is any means employed that denies an adversary the capability of collecting intelligence or degrades the specific usefulness of that intelligence (e.g., disinformation).

Technique

According to former AFOSI Special Agent Richard Doty, a good disinformation program involved the release of truthful information alongside misleading material. He claimed that by releasing "juicier" bits of truth alongside the deceptive material, the odds increase that an individual or group targeted for suppression via disinformation will accept it as true.

Controlled disclosure agents

Some people theorize that figures allegedly or self-admittedly involved in disinformation, such as William Moore, may have acted as controlled disclosure agents. In this role, they reportedly disseminated disinformation or served as provocateurs while also gaining access to classified information. This arrangement is believed to have balanced disclosure with secrecy and maintained control over public narratives about UFO phenomena.

Proponents of this theory suggest that such individuals worked alongside or under the direction of information controllers—often attributed to factions within the military-industrial complex—to strategically release truthful but limited information while sowing confusion with fabricated or misleading claims. By doing so, they allegedly shielded the shadow government and its operations from scrutiny.

Witting and Unwitting Roles

Controlled disclosure agents were believed to have participated either knowingly or unknowingly in these operations. They allegedly agreed to disseminate misleading information in exchange for personal safety or to avoid retaliation, which some theorists argue was a fate met by less cooperative individuals.

Community Division

Figures like Moore also played a role in dividing the UFO community. By becoming targets of suspicion or controversy, they distracted from collective efforts to uncover the truth about non-human intelligence and UAP phenomena.
