This template should only be applied to pages where a splitting discussion has been closed with consensus to split. Articles tagged with this template may also be placed in the [[WP:PMHC|proposed splits holding cell]].

If no one is actively working on the split yet, {{para|inactive|y}} will adjust the wording to make this clear, without affecting the categorization.  Some splits happen within the day, while some are put off literally for years due to lack of someone volunteering to take it on.
